Born in Montreal, now practicing in Ottawa (Bells Corners), Arthur was educated in Canada and England. Formerly a Geologist and Pilot, he completed Law School in 1987 and was called to the Bar in 1989. He is an avid writer and photgrapher and father of two.

In the past 20 years Arthur has appeared as counsel before the Provincial and Superior Courts in Ontario, as well as a variety of administrative tribunals. He is also a mediator.

He was recently appointed to the Workplace Safety and Insurance Appeals Tribunal as a Panel Member (part-time)
